Logistics Cluster

A Logistics Cluster is an Inter-Agency Standing Committee (IASC) coordination mechanism〔General Assembly Resolution 46/182, December 1991, http://daccess-ods.un.org/TMP/21204601.26399994.html〕 that is responsible for coordination, information management, and, where necessary, logistics service provision to ensure an effective and efficient logistics response takes place in humanitarian emergency missions.〔http://www.logcluster.org/logistics-cluster〕
The basis of the current international humanitarian coordination system was set by General Assembly resolution 46/182 in December 1991 and extended in the Humanitarian Reform of 2005, with new elements to improve capacity, predictability, accountability, leadership and partnership.〔〔http://www.unocha.org/what-we-do/coordination-tools/cluster-coordination〕
Following the recommendations of an independent Humanitarian Response Review in 2005, the cluster approach was proposed as one way of addressing gaps and strengthening the effectiveness of humanitarian response through building partnerships.〔http://www.humanitarianresponse.info/system/files/documents/files/iasc-coordination-reference%20module-en_0.pdf〕
The logistics expertise of the United Nations World Food Programme (WFP) meant that in 2005 the agency was mandated to lead logistics operations〔 whenever a humanitarian emergency requires a joint response from UN agencies and the humanitarian community.〔http://www.wfp.org/logistics〕
In its role as the Logistics Cluster Lead Agency, WFP has been provided with an additional opportunity to work towards fulfilling three of its strategic objectives: saving lives in emergencies, restoring and rebuilding lives and livelihoods after emergencies and working and strengthening the capacities of at-risk countries to respond to emergencies at they arise.〔https://www.wfp.org/logistics/cluster〕
